During the Victorian era their were many poor children living on the streets trying to make a small living so they could survive. One way the poor found a way to interest the gentry, who were their customer market, was to offer services that the rich, or better off, could benefit from. One of these services included shoeshine polishers, where a middle class or upper class man could pay to have his shoes polished for a small price while on his way to luncheon.
This situation of the poor living on the streets or sharing houses with lots of other families and people in the same predicament, was a common one during Victorian times. The Brigades were set up to help young folk successfully become Shoe-blacks (shoeshine polishers), and then save up enough money to emigrate to a better economical climate and start a new life aboard.
Regardless of the reason for this line of commerce, it was one that received interest and custom.
